Project Objective: |
To bridge the strategies for data integration and build upon previous work to take the next step toward helping state agencies achieve data integration. Based upon this research a set of recommendations and guidelines will be developed to help transportation agencies plan, develop, and implement integrated information management systems. |

State transportation agencies (as well as other public and private transportation agencies, corporations, and other organizations) struggle with numerous problems and challenges in building integrated data and information systems that provide high-quality information for the effective execution and management of operations and for supporting analysis, control, and decision making activities. |

Relationship to Other Research Projects: |
Considerable work has been done in the past to understand the special data management needs of transportation agencies. Biggs and Chatfield (1987), Fletcher (1995), Vonderohe et al. (1991, 1993, 1998) are excellent examples of recent work. Recently, states have made great efforts to address data integration problems through information strategy planning, enterprise modeling, and development of location referencing systems. Similarly, recent studies have focused on various approaches to deal with location referencing data issues. For example, O’Neill and Harper (1995) reviewed the location referencing system data modeling efforts at 7 states: Florida, Indiana, Kansas, Minnesota, Mississippi, South Dakota, and Idaho. Bower et al. (1998) includes case studies from Idaho, Missouri, Pennsylvania, and Washington State. |

Technology Transfer Activities: |
A final report that documents an annotated bibliography, the data collection instrument (questionnaire), and the Best Practices Guidelines in the form of a final report. The final report will include the results of all research tasks. |

Potential Benefits of the Project: |
Identification of the underlying success factors and best practices that make the various approaches work and metrics for measuring the relative success of the various approaches. Development of a coherent set of guidelines that identify strategies for managing and integrating spatially related transportation data both intra- and inter-agency from the perspective of a state transportation agency. |
