Chapter 2, “Introducing MBS,” provides an overview of the software and explains some of the basic terms and concepts you will need to understand in order to use it effectively. It also provides background information on how and why it was developed. Chapter 3, “Data Tab,” shows how to generate sample sections, enter the survey results, and update inventory information, and import cost data from Pecos. Chapter 4, “Admin Tab,” teaches you how to create a new budget year, update the LOS models, and manage user privileges. Chapter 5, “Budgets Tab,” shows how to create and edit budget requests. Chapter 6, “Reports Tab,” teaches you how to view the results using a series of system reports. Biennial Inspection of Minor Drainage Structures Category: Rating sheetDescription: A Biennial Minor Drainage Inspection is carried out of drainage structures consisting of pipe and culverts within state rights of ways. This inspection is for drainage openings less than 20 feet in span width, which classifies them as a non-brigde structure inspected by Managers to determine their condition not requiring structural analysis per Federal Law. Every other year, a drainage structure is inspected by Managers to determine their condition. Each drainage structure is located by milepost, direction of flow, county, and state route for asset management. First, a statistically valid telephone survey was conducted with 401 Louisiana residents in 64 parishes. In the survey, respondents were asked to provide an evaluation of DOTD’s highway maintenance program and clarify their current and desired levels of service for highway maintenance. Maintenance Level of Service Budget Manual Category: MQA BudgetingDescription: Louisiana developed a maintenance planning and budgeting implementation plan for the LADOTD. This approach is outcome-based which means that a desired level of service is defined, the annual maintenance programs are designed to provide that level of service, and the resulting conditions are assessed to determine if the desired outcomes were achieved. Budgets were developed at the district level for 23 maintenance elements that included pavement, roadside, drainage, and traffic control features. 2007 Maintenance Performance Indicator Report Category: Performance MeasuresDescription: The 2007 Maintenance Performance Indicator inspections were completed statewide during July and August. These inspections evaluate the performance indicators by MoDOT’s Major and Minor highway systems. Please refer to page 2 of this report for MoDOT’s Major highway system network. The number of samples inspected statewide for year 2007 was 2587 as compared to 2139 samples inspected for year 2006. 1293 samples were inspected on the Major Highway system and 1294 samples were inspected on the Minor Highway system. Performance indicators are used in the analysis to measure the level of service provided on asphalt and concrete pavements, paved and unpaved shoulders, drainage, roadsides, and traffic control. Pavement Condition Survey Manual - 2008 Category: Rating ManualDescription: This manual has been developed to assist North Carolina Division of Highways personnel in conducting a condition survey of the paved road network in North Carolina. All state-maintained roads on the Primary, Secondary, and Urban Systems are included in the survey. The goals of the condition survey are to assist in establishing a uniform level-of-service for maintenance across the state and to help maximize the benefit of all dollars spent on the roads in the state. Other benefits of the condition survey include: 1. A ranking system to prioritize maintenance needs 2. A summary of the overall condition of the pavements in any area of the state 3. A uniform rating system for each Division 4. A means to monitor the condition of any section of pavement (particular special design, use of materials or construction projects) 5. An historical record of pavement performance and maintenance practices. The previous surveys established descriptive and rating information for all flexible pavement sections of the state-maintained systems. A milepost scheme was also used to further pinpoint begin and end points for each section rated. MMQA Manual Revision Category: Rating ManualDescription: Maintenance performance is measured and reported in terms of a Level of Maintenance (LOM), expressed as a letter grade A, B, C, D, or F. At the statewide level, a target LOM (A through C) is established for each of the MMQA+ activities. Each maintenance station divides each route for which it has responsibility into one or more segments. Following the guidelines in this manual, station personnel conduct inspections of each route segment, and record both the total number of features to be maintained within the activity subgroup on the segment, and the total number of deficient features. The inspection data are entered into the MMQA+ software, which calculates a LOM (A through F). 2006 COMPASS Final Report Category: Maintenance, Traffic and Operations ConditionsDescription: The Compass Operational Report is issued annually to identify the condition of Wisconsin’s state highway network. The primary audience for this report includes Operations Supervisors and Operations Managers at the Wisconsin Department of Transportation (WisDOT) and partner organizations including the 72 counties. Compass reports are used to understand trends and conditions, prioritize resources, and set future target condition levels for the state highway system. As more information is gathered, data will also be used to illustrate and understand the consequences of funding and policy shifts, and to demonstrate accountability to decision-makers at WisDOT and in the State Legislature. This report includes data on bridges, traveled ways, shoulders, drainage, roadsides, selected traffic devices, and specific aspects of winter operations. It is important to note information not contained in this report when using it to make decisions. It does not include measures of preventive maintenance, operational services (like traveler information and incident management), or electrified raffic assets (like signals and lighting). Maintenance Quality Assurance - Synthesis of Measures Category: Other relevant reportsDescription: Constrained budgets and reduced funding are causing state transportation agencies to re-evaluate spending and allocations for maintenance. Much attention is being placed on accounting for maintenance expenditures and justifying maintenance budgets. One approach is to relate highway maintenance to highway performance through maintenance quality assurance (MQA). MQA programs help decision-makers understand maintenance conditions, set priorities, and document the relationship between dollars spent and outcomes. There are guidelines available to assist in the creation of MQA programs, but no comprehensive resources on specific quantitative measures for maintenance quality. States that already have programs are interested in communication with others on how programs are used to improve expenditure decision and justify budgets. Additionally, states interested in establishing an MQA program want to know what measures to use and what others are doing. Two critical barriers for establishing and maturing MQA programs are the lack of a commonly understood set of terms for communication about MQA, and a lack of consensus on a set of commonly recognized maintenance features, characteristics and measures of maintenance performance. This report defines the essential terms necessary to discuss the concepts of highway maintenance quality assurance and presents a synthesis of the measures for maintenance quality assurance used by 26 state transportation agencies.
